loader.cpp, plugin exports.
All three are required for a native DLL. The loader contains faults in these exports;
this is containment, not memory safety or a sandbox. Query is called before load;
load is called after version checks. Shutdown delivery is best effort, not a
crash-safe persistence mechanism. Ordinary owner release runs resource hooks;
restart-required retained-provider faults skip them. An exposed provider whose load
returns non-OK may instead be refused with backing state retained; this is distinct
from a fault and does not run owner release or clear exports/module state.
